MINUTES OF MEETING – KENNEL CLUB OF PAKISTAN (KCP)

1.        Order for Meeting.           Col K. M Roy, Retd, the President of Kennel Club of Pakistan, called the meeting of the KCP board of directors as per following details: -

1.1      Date   :           4th May 2025 (Sunday)

1.2      Venue:          55-A, Broadway Commercial, DHA Phase-8, Lahore.

1.3      Time  :           02:00 pm Onwards

2.        Roll Call.       Mr. Nasir Ishaq Malik, Secretary KCP, conducted the roll call. Following 12 x members were present out of a total of 15 x members were present: -

3.        Quorum Complete for Meeting.           After the roll call The Secretary informed the President that the quorum was complete for the meeting as per The Constitution of KCP.

4.        Calling the Meeting to Order.    As the meeting was in quorum, President called the meeting to order.

5.        Agenda Points for the Current Meeting

5.1      Approval of minutes of last managing committee meeting.

5.2      Approval of agenda points of current meeting.

5.3      President’s welcome address.

5.4      Secretary’s report on last show season.

5.5      Secretary’s briefing on improvements in KCP web portal with a view to bringing everything online.

5.6      Regulations for the affiliated breed clubs.

5.7      National database policy.

5.8      Registration of new dogs.

5.9      Ratification of New Judges.

5.10    Resignation Tendered by Mr. Mohsin Naqvi

6.        Approval of the Minutes of the Last Meeting.         Minutes of the last managing committee meeting were circulated to all present members for approval and signatures. These minutes are already available on KCP website.

7.        Approval of the Agenda Points of Current meeting.          As per the Constitution of KCP the President has the power to add any agenda point before start of the meeting. President added the point related to acceptance of resignation submitted by Mr. Mohsin Naqvi. (The point was added in the agenda points with the consent of all present members.)

8.        President’s Opening Remarks.  President KCP, gave the opening address.

8.1      The President welcomed all members of the managing committee in the meeting.

8.2      The President also added that show season 2024/25 was even better than the previous season. Participation, exhibition and Judging everything was par excellence.

8.3      President appreciated the efforts of Mr. Nasir Malik for excellent organization and conduct of shows. He also registered his appreciation for the Show Committee and all those who were involved in the organization and conduct of dog shows for a wonderful job.

8.4      He also highlighted the efforts of the KCP regarding training and approval of the FCI Judges. As of now KCP is following the minimum guidelines and instructions of FCI for approval of the judges. As Chairman of the Judging Committee he felt confident in the judges trained and approved by KCP during the last year.

9.        Secretary’s Report 2024/25

9.1      In previous season we had 3 x CACIB shows with good number of entries.

9.2      We also had 1 x All Breed Show in Karachi.

9.3      GDCP has 3 x Championship shows. These shows were less in number than the previous season. GDCP mainly focused on the quality of the shows. Number of shows was low because of budget constraints beside other reasons.

9.4      GSDCP has 7 x dog shows with huge number of entries. These shows also included a very successful Seiger Show.

9.5      PRC also improved in last show season. PRC improved the number of entries in their shows.

9.6      The president did wholesome efforts to train new judges so that more judges are available to judge more shows. 7 x aspirants appeared for the judges training and 4 x of them were cleared to judge. Complete procedure as per guidelines of FCI were followed. For 2 x years these judges will judge dog shows locally in Pakistan. After 2 x years KCP can review the judge or clear the judge to judge dog shows internationally.

9.7      Elections were conducted by GDCP and PRC. GSDCP also announced their elections in their last meeting. Main aim behind the elections is to ensure addition of relevant persons in the managing committees of breed clubs.

10.      Discussion on Agenda Points

10.1    Secretary’s Briefing on KCP Web Portal.        KCP has diligently worked and improved the management of KCP data bank. As secretary of KCP I took it as a challenge the bring KCP website to international standards. This will ensure that complete record is maintained including all winnings and titles of the dogs. Zahid N. Sindhu is main driving force behind the software. Almost 90% of the work has been done. Then secretary requested Zahid N. Sindhu to present salient features of the website. He displayed a wholesome video brief regarding the website of KCP.

10.2    Regulations for the Affiliated Breed Clubs.   Breed clubs are a strength of KCP. It is a dilemma that we could not define clear and standard terms and conditions to get affiliation of KCP. Following rules and regulations will be followed by all breed clubs: -

10.2.1            All clubs must be registered as non-profit organizations.

10.2.2            All clubs must submit copy of the constitution to KCP. Basic legal framework to formulate constitution of any breed club is constitution of KCP. Breed clubs are at liberty to formulate their constitutions without contradicting with the constitution of KCP.

10.2.3            Updated list of members of the club must be submitted with KCP.

10.2.4            KCP will oversee the election process through a designated person. Clubs must inform the Secretary of KCP about their election schedule in advance.

10.2.5            Proxy votes are used all over the world. One member can use only one proxy vote. Without this limit free & fair elections cannot be ensured.

10.2.6            Breed clubs must hold their elections every three years. In case of any genuine issue if the elections are delayed then elections must be held within four years. Elections of KCP, GDCP and PRC have already taken place. GSDCP will also hold elections in near future.

10.2.7            Breed clubs must submit reports to KCP regarding their approved judges so that they can be assessed by KCP to approve them as judges.

10.2.8            All breed clubs must submit results of dog shows to KCP. So that all results can become part of national database.

10.2.9            Every club should have its own bank account and all transactions should be done through that account only. All breed clubs must submit their fee structures to KCP. This will ensure financial transparency. Accounts transparency of all clubs must be ensured at all levels.

10.3    National Database Policy.           Complete data of all dogs registered with KCP must be held with KCP. Like data of Gundog Breeds and Rottweilers is available with KCP. Same must be followed by GSDCP. GDSCP is currently issuing its own pedigree to the GSDs. But KP numbers given to GSDs is proof of the fact that GSDs are registered with KCP. Hence their complete pedigree data must also be held with KCP. Block of KP numbers will not be issued to GSDCP in advance now. This must be achieved without disturbing the internal functioning of the club.

10.4    Registration of New Dogs.          It is mandatory for breed clubs to register all dogs with KCP before registering them in their own system.

10.5    Ratification of New Judges.        Col K. M. Roy (Retd), as Chairman KCP Judging Commission, told the Managing Committee that following new judges had completed training as per requirements of FCI, therefore Managing Committee may publish the necessary notification for following judges: -

10.5.1            Nasir Ishaq Malik (Pointers, Golden Retrievers, Labradors, GSDs, German Shorthaired Pointers, Rottweilers)

10.5.2            Umer Asjad Malhi (Pointers, Golden Retrievers, Labradors, German Shorthaired Pointers)

10.5.3            Mohsin Naqvi (Pointers, Golden Retrievers, Labradors, German Shorthaired Pointers)

10.5.4            Khawar Abbas Rizvi (Pointers, Golden Retrievers, Labradors, German Shorthaired Pointers)

10.5.5            Following judges can judge Rottweilers, only in Shows of Pakistan Rottweiler Club (PRC). Once they complete training as required by FCI, they will be considered for appointment as FCI Judges: -

10.5.5.1        Qasim Wajid

10.5.5.2        Badar Hasan

10.5.6            The Managing Committee approved the recommendations of Chairman Judging Commission.

10.5.7            The Managing Committee also ratified the appointment of Col K. M. Roy, Retd as Chairman Judging Commission and resolved that he would continue as such till further orders.

10.6    Resignation Tendered by Mr. Mohsin Naqvi.           After discussion the Managing Committee unanimously rejected the resignation and asked Mr. Mohsin Naqvi to keep performing his duties as member of Managing Committee.

11.      Closing Remarks by the Secretary.      I thankful to all the members for attending the meeting. Currently we have representation from all the breed clubs in managing committee of KCP. Hence, we must use our presence for collective benefit of all the breed clubs. We must avoid division because division has already given enough losses to the canine hobby.

12.      Closing Remarks by the President.      At the end the president thanked all present members who made it convenient to attend the meeting. President once again appreciated the managing committee members for doing good job towards the club.

13.      Conclusion of the Meeting.        All agenda points were discussed at length. Minutes will be put up to Secretary and the President for approval. After the meeting was closed by the President the quorum was adjourned by the Secretary.
