MINUTES OF MEETING – KENNEL CLUB OF PAKISTAN (KCP)

1.        Call to Order.          Colonel (Retd) Kenneth Manmohan Roy, the President of Kennel Club of Pakistan, called to order the general meeting of the KCP board of directors as per following details: -

1.1      Date               :           7th November 2021 (Sunday)

1.2      Venue            :           Defense Raya Club, DHA Lahore.

1.3      Time              :           02:00 pm to 05:30 pm

2.        Roll Call.       Mr. Nasir Ishaq Malik, Secretary KCP, conducted the roll call. The following members attended the meeting. Agenda points were already forwarded to all attendees.

3.        Opening of the Meeting.             President KCP, gave the opening speech.

3.1      The President mentioned about the attack on CACIB show on 21 February 2021.

3.2      He showed resolve that such acts will never be tolerated in future as well.

3.3      He also added that KCP and all affiliated breed clubs must be progressive and we all must learn from our mistakes.

3.4      He also welcomed the new members of the managing committee which were elected in the last meeting.

3.5      He also congratulated Mr. Nasir Ishaq Malik on becoming new Secretary of KCP during last meeting.

4.        Agenda Points for the Current Meeting.        Following agenda points were sent to all members with the approval of the president KCP. Only the last agenda point was added during the meeting with the approval of the president.

            4.1      Approval of the Minutes of the last meeting.

            4.2      Secretary’s Report.

            4.3      Financial Report and adding two more signatory of the KCP account.

            4.4      Framing Rules for affiliation of Breed Clubs

            4.5      Constituting a Show Committee and framing its Rules

            4.6      Nomination of National Breed Warden

            4.7      Rules for making new KCP Judges

            4.8      Training of Judges and Stewards

            4.9      Removing Members who have not cleared dues

            4.10    Electing new Permanent Members of KCP

            4.11    KCP elections

5.        Approval of Minutes of Previous Meeting.   Minutes of previous meeting of KCP which was held on 25 March 2021 were read by the secretary for endorsement of the present members. Following points were endorsed by all the present members: -

            5.1      Banning of Muhammad Nasrullah Khan

            5.2      Suspension of Babar Nasrullah Khan and Iqbal Mughal

            5.3      Settling issue with Lt Col (Retd) Faiz Mukhtar Qureshi

            5.4      Mr. Nasir Ishaq Malik and Lt Col (Retd) Faiz Mukhtar Qureshi were elected as members of the managing committee.

5.5      Mr. Nasir Ishaq Malik was also unanimously elected as Secretary of the KCP.

            5.6      Mr. Nasir Ishaq Malik was also authorized to look into the matter of repair of KCP Grounds Karachi.

6.        Secretary’s Report.           The secretary presented his report for the year 2020/21. Major points were: -

6.1      The whole world was affected by the pandemic in 2020/21. Dog shows were also affected and even cancelled all over the world.

6.2      With sincere efforts of dog keeping fraternity in Pakistan, KCP and affiliated clubs could manage a successful show season remaining inside the COVID SOPs and constraints.

6.3      Following number of events were successfully held: -

            6.3.1  KCP                 -           2 x CACIBs (3rd show not completed)

            6.3.2  PRC                 -           4 x Shows

            6.3.3  GSDCP           -           5 x Shows

            6.3.4  GDCP             -           3 x Shows & 2 x Cup Matches

6.4      Other than shows and cup matches GDCP also held training sessions and webinars to keep dog enthusiasts in touch with the hobby.

6.5      As a national club we have firm resolve that show season 2021/22 will be much better than the previous one.

7.        KCP Financial Report.       The secretary presented financial report of KCP. Major points were: -

            7.1      Expenses of the club surpass its income most of the time.

            7.2      It is need of the hour that KCP is made financially autonomous.

            7.3      People might connect their personal gains and interests with the club if the club is financially dependent upon people / members.

7.4      Financial self-sufficiency and autonomy is vital for proper functioning of any organization.

7.5      KCP needs to appoint a professional book keeper / treasurer for proper record keeping of all financial matters.

7.6      It is also suggested that two more signatories may please be added to make the financial matters more transparent.

            7.6.1  Club’s cheque book to remain with the President of KCP.

            7.6.2  Two more signatories of cheque book will be Nasir Ishaq Malik and Nouman Asghar.

8.        Rules Regarding Affiliated Breed Clubs.         The secretary suggested that detailed rules and regulations may be formed for all existing and future breed clubs. Major points were: -

8.1      All breed clubs must become legal entities and be registered as nonprofit organizations.

8.2      All breed clubs must have their own Bank Account on name of the club to keep the financial matters transparent.

8.3      All clubs must keep in mind that without being registered as a legal entity no club is entitled to get any money from any member because of existing laws related to public money.

8.4      It is suggested that all clubs to straighten up their financial and legal matters within next 6 months.

9.        Rules Regarding KCP Show Committee.         The Secretary added that KCP shall have a fully functional show committee which can select judges for various shows sanctioned by the club. Judges must be selected in a diplomatic way where all stakeholders have a say. This will make the judging better and unbiassed. It will also attract more exhibitors being more transparent.

9.1      Show committee must have representation from all stakeholders clubs.

            9.2      Following show committee is suggested to be formed: -

                        9.2.1  Nasir Ishaq Malik                -           Chairperson / KCP

                        9.2.2  Faheem Asghar                   -           GSDCP

                        9.2.3  Sajjad Mahdi                        -           LRCP

                        9.2.4  Waseem Abdullah              -           GDCP

10.      Appointment of National Breed Warden.     Basic function of any national level of breed level clubs is to improve the breeding standards. Good breeding practices are the hallmark of any successfully functioning club. KCP needs to improve upon the breeding practices. For this purpose, KCP needs a fully functional breeding Committee which will be headed by National Breed Warden.

10.1    Fareed Qureshi was suggested to head the breed committee as National Breed warden.

10.2    All present members agreed to the suggestion.

10.3    Fareed Qureshi was appointed as the National Breed warden.

10.4    Fareed Qureshi was tasked to select a team of Breed Wardens to assist and discuss the team in next KCP meeting.

10.5    The breed committee will device ways and means to implement correct breeding practices and to avoid malpractices.

10.6    The breed committee will also make a parameter for each breed according to which litter inspections and litter registrations will be carried out.

10.7    Breed clubs to suggest whether they need breed survey to be applicable on all breed clubs.

10.8    National Breed Warden to nominate regional breed wardens for litter inspections and microchipping.

10.9    New online system being introduced by KCP will be a great help to breed committee in keeping everything updated and transparent.

10.10 KCP has a stock of microchips available. Same will be issued to National Breed Warden for use through Regional Breed Wardens.

11.      Rules Regarding New KCP Judges.       KCP also needs to train and make new KCP approved judges. FCI has a very clearly defined procedure to become a judge. If judges will come up through a procedure very few problems will be faced by the judges and the KCP. But if judges will bypass the set rules and procedure KCP is likely to face problems related to quality and ability of judges.

11.1    Criteria to become a KCP judge will be published on KCP website.

11.2    Anyone who can fulfill that criteria can put forward his name to become a judge and pass through the procedure.

11.3    KCP will make judges by following a criterion which will be according to the FCI rules and will be in sync with KCP constitution.

12.      Training of Judges and Stewards.         Judges and stewards will be trained by the KCP for its shows. Stewards are as important as the judges are. Hence, stewards also need proper training for good conduct of any show.

13.      Removal of Members with Uncleared Dues

13.1    Culture of irrelevant members must be finished. Presently overwhelming majority of irrelevant people are present in the members. Such members also affect the holding of elections due to their rights as per KCP constitution. Because being irrelevant they are not in touch with the club and their contact details are also not updated by them. It sometime gets impossible to locate all the members.

13.2    Only those individuals be given membership who are actually the stakeholders in this hobby.

13.3    Now we need to make KCP a progressive club. We need to hold KCP elections after every three years as per the club constitution.

13.4    Remaining within the constitution rules and regulations we need to get rid of the irrelevant members so that KCP can move forward and can be run as per its constitution.

13.5    Constitution of KCP gives the rights to the managing committee to remove the members who have not cleared their dues. Notices have been served to all such members. The same has been advertised in the newspapers as well. KCP is legally covered to removed all such dormant members who have not cleared their dues despite all the notices given.

13.6    Removed individuals will have the right to appeal against the removal. Appeals will be addressed on merit and if the grievance is found correct that member will be restored.

14.      Election of New Permanent Members

            14.1    Only relevant members will be selected / elected.

            14.2    Only members who are involved with the hobby minimum for last five years will be elected as permanent members. Board of directors to suggest names accordingly.

14.3    As per constitution of KCP only 28 temporary members can be made permanent in a calendar year.

14.4    Following members were approved as permanent members in meeting held on 7 November 2021. But during scrutiny it was found that they were already permanent members of KCP: -

14.5    Following members were approved as permanent members in meeting held on 7 November 2021. A total of 28 members, out of following 35 approved members, will be made permanent in 2021. Remaining will be made permanent in January 2022: -

15.      KCP Elections.         Regular elections are hallmark of any progressive organization. Hence to take KCP forward we must resume elections as per its constitution. KCP elections have not been held since many years due to various reasons.

            15.1    Elections must be held after every 3 years.

            15.2    Next elections of KCP will be held in March 2022. Exact dates will be announced in due course of time.

16.      Termination and Conclusion of the Meeting.           All agenda points were discussed at length. As per constitution only approved agenda points can be discussed in a General Meeting. Hence, when no point was raised related to agenda points, secretary called of the meeting with permission of the President.
