Minutes - Managing Committee Meeting 27 May 2023

1.        Order for Meeting.           Colonel (Retd) Kenneth Manmohan Roy, the President of Kennel Club of Pakistan, called the meeting of the KCP board of directors as per following details: -

1.1      Date   :           27th May 2023 (Saturday)

1.2      Venue:          55-A, Broadway Commercial, DHA Phase-8, Lahore.

1.3      Time  :           03:00 pm Onwards

2.        Roll Call.       Mr. Nasir Ishaq Malik, Secretary KCP, conducted the roll call. The following members attended the meeting: -

3.        Quorum Complete for Meeting.           After the roll call The Secretary informed the President that the quorum was complete for the meeting as per The Constitution of KCP.

4.        Calling the Meeting to Order.    As the meeting was in quorum, President called the meeting to order.

5.        President’s Opening Remarks.  President KCP, gave the opening address.

5.1      The President welcomed all members of the managing committee in the meeting. He added that the current management committee is the best managing committee in the history of KCP. Because this committee is a mix of different talents, expertise and experiences.

5.2      All members are requested to put forward thoughts openly. Ideas must not be opposed for the sake of opposition only. Aim must be to work towards betterment of the dogs as a whole.

6.        Agenda Points for the Current Meeting

6.1      Secretary’s Report on last season’s shows.

6.2      Points arising from the Minutes of last MC Meeting.

6.3      Reconciliation of the Show results of affiliated Breed Clubs.

6.4      Revising Rules for affiliation of Breed Clubs and forming Toy Breed Club.

6.5      Registration of local dog breeds of Pakistan with FCI

6.6      Making procedure for approval by circulation.

6.7      Revising Fee of Litter Registration, Transfers etc.

6.8      Constituting KCP Committees.

6.9      Schedule for coming Show Season.

6.10    Policy vis-à-vis inviting foreign judges.

6.11    Arrangements for KCP Judges training.

6.12    Workshops for training of Stewards and framing rules Show Stewards.

6.13    Scrutinizing profiles of temp and permanent members to determine their suitability as per constitution of KCP.

6.14    Reviewing KCP status as non-profit organization.

6.15    Review of “objectives” of KCP and to determine what changes in current activities are needed.

6.16    Closing of meeting by the President.

7.        Approval of the Agenda Points.            The President asked the present members if anyone wanted to add any point in the agenda. No further points were added. Agenda Points were unanimously approved.

8.        Secretary’s Report 2022/23

8.1      Due to various reasons KCP elections were not held for a long time. In 2022, after a long gap, KCP elections were held keeping in view all legalities of the affair. New managing committee was selected and the committee took oath.

8.2      With sincere efforts of dog keeping fraternity in Pakistan, KCP and affiliated clubs could manage a successful show season for the year 2022/23 with a total of 21 x dog shows.

8.3      Following number of events were successfully held: -

8.3.1  FCI                  -           3 x CACIBs

8.3.2  KCP                 -           1 x All Breed Shows

8.3.3  GSDCP           -           9 x Shows

8.3.4  GDCP             -           4 x Shows

8.3.5  PRC                 -           4 x Shows

8.4      Karachi as a dog show venue has been successfully revived. Approximately 1500 spectators attended the dog show. This year we are planning to hold two shows in Karachi.

8.5      KCP has taken a giant leap in 2020/21 by making all matters of KCP online. A professional firm was hired to make a well-functioning online portal. Breeding, Stud certificates, litter registrations and ownership transfer etc everything is currently online. In 2022/23 the portal has further matured in all fields and all KCP and FCI shows have been managed online starting from entries till results. Web portal has also helped KCP in increasing its revenue.

8.6      All breeding kennels of Pakistan are registered with KCP only. None of our breeding kennels are registered with FCI. It has been decided that now all KCP registered kennels will be registered with FCI. This will also increase importance of KCP in FCI.

8.7      It is now a very costly affair to call a foreign judge to judge a dog show in Pakistan due to currency devaluation. Hence it would be best that presence of a foreign judge must be fully utilized for education of breeders and exhibitors by conducting breed and judging seminars etc. This will further improve understanding of our breeders towards the breeds they are keeping, breeding and exhibiting.

8.8      Bahria Town has allocated a ground to KCP for conduct of dog shows. We are holding our maximum shows in that ground which is helping KCP in saving its funds. Last year we also started the construction work in that ground. Construction of a lounge is also in the plan to provide a respectable place for judges and exhibitors to sit and enjoy the show.

8.9      Two GSDCP Judges were approved which is an addition is judges pool available.

9.        Approval of Minutes of Previous Meeting.   Minutes of previous meeting of KCP which was held on 5th December 2022 were presented by the secretary for endorsement of the present members. Following points were endorsed by all the present members. Detailed minutes of conference with full script can be seen on web portal of KCP for reference: -

9.3      Minutes of meeting of previous meeting were unanimously approved by all present and they signed the printed copy of the minutes.

10.      Discussion on Agenda Points

10.1    Reconciliation of the Show Results of Affiliated Breed Clubs. Stewardship is an important task during dog shows. KCP wants to develop a standardized form for all affiliated clubs to prepare and submit results of dog shows. Correctness of results as per KCP and FCI rules is very important. So that correct details are uploaded on KCP web and same can be shared with FCI for CACIB Shows. Although GSDCP does not submit their results with KCP. It is suggested that GSDCP must also submit show results with KCP for keeping the records updated. It is being made mandatory for all affiliated clubs to submit the correct show results of all shows within 48 hours as per the format approved and provided by the KCP. Stud book concept must also be introduced again.

10.2    Registration of local dog breeds of Pakistan with FCI.      We as national club must make efforts to register our locals breed with FCI. Our famous breeds are Bully Kutta and Bakarwal.

10.3    Revising Rules for affiliation of Breed Clubs and forming Toy Breed Club.  Toy breeds are being ignored which is resulting in loss of our connection with pet homes. We need to make an organization to look after this connection. In KCP meeting held on 3rd September 2023 Secretary KCP was empowered to formulate a frame work for Toy Breed Club. Its registration as non-profit organization has been initiated with SECP.

10.4    Approval by Circulation.  The preferred way to approve any agenda point is by physically holding the Managing Committee Meeting. However, sometimes physical meetings are difficult to be held because of lack of time, availability of members, who have to travel long distances for one or two minor approvals. Therefore, Managing Committee resolved that in such cases, the approval can be obtained by Video Conference or by Circulation.

10.5    Revising Fee Structure of KCP.  Fee structure already uploaded on KCP website will be followed for the year 2023/24. No increase will be made in any fee.

10.6    KCP Sub-Committees.      Managing Committee was elected in last General Meeting. Now making of further sub-committees is important: -

10.6.1            Show Committee. Existing committee as already formed and uploaded on KCP website will continue.

10.6.2            Disciplinary Committee.  Disciplinary Committee is important to be formed to maintain the business of the club in order. Following members are suggested to form this committee: -

10.7    Schedule for Coming Show Season.     A total of 19 x dog shows have been approved by KCP for show season 2023/24.

10.8    Policy vis-à-vis Inviting Foreign Judges.          A procedure needs to be formed for invitation of foreign judges to judge the shows. The procedure must ensure the transparency to keep the exhibitors at peace.

10.9    Arrangements for KCP Judges training.          Potential judges will be shortlisted and will be trained to become effective show judges keeping in view the guidelines laid down by the FCI.    

10.10 Workshops for Training of Stewards / Framing Rules Show Stewards.     Effective ring stewards are very important for successful dog shows. Currently we have very few well trained Ring Stewards. KCP will make efforts to select and train good ring stewards.

10.11 Scrutinizing profiles of temp and permanent members to determine their suitability as per constitution of KCP.     All temporary members must be scrutinized as per their contribution towards dog fancy before making them permanent members.

10.12 Reviewing KCP status as non-profit organization.   KCP is a non-profit organization as per its constitution and as per its registration status with SECP under societies act.

10.13 Review of “objectives” of KCP and to determine what changes in current activities are needed. Dog related activities must be increased to increase the fanciers in Knowledge and understanding regarding keeping, breeding and exhibition of dogs.

11.      Closing Remarks by the President.      President once again appreciated the managing committee members for doing good job towards the club.

12.      Conclusion of the Meeting.        All agenda points were discussed at length. Minutes will be put up to Secretary and the President for approval. After the meeting was closed by the President the quorum was adjourned by the Secretary.
